Revoking the LEV Framework: A Call to Action

Industry Leaders Demand Withdrawal of Dutch LEV Framework

In a significant move, LEVA-EU, the European association for light electric vehicles (LEVs), has formally requested the Dutch Minister of Infrastructure and Water Management, Vincent Karremans, to retract the proposed LEV framework. This framework aims to introduce national regulations for light electric vehicles, including e-cargo bikes and e-scooters, which LEVA-EU argues are both illegal and detrimental to the sector. The letter, supported by 91 signatories from 18 countries representing 83 companies and organisations—31 of which are Dutch—highlights several critical concerns:

  • Contradiction with Dutch Law: The proposed framework conflicts with existing Dutch regulations, as the Vehicle Regulation explicitly exempts such vehicles from approval requirements. (rijksoverheid.nl)

  • Inconsistency with European Law: These vehicles are already governed by comprehensive EU legislation, with CE marking serving as proof of conformity. Introducing national approval would impose an unnecessary and prohibited additional burden. (rijksoverheid.nl)

  • Contradiction with National Position in Europe: Notably, on 4 December 2025, the Netherlands, supported by fifteen other member states, advocated for European harmonisation over 27 different national regulations. Annick Roetynck, Manager of LEVA-EU, emphasised the inconsistency: “The Netherlands warns against a patchwork of national rules in Europe but is actively contributing to that fragmentation with this framework.” She called for a clear decision from the Minister: “The European route that the Netherlands advocates or the national route it is now pursuing.” (leva-eu.com)

LEVA-EU further points out that the existing European framework is functioning adequately, with millions of LEVs operating safely on European roads. The issues that arise are attributed to illegal vehicles and infrastructure that has not kept pace, not a lack of type approval. The organisation advocates for a specific European LEV Regulation and is willing to collaborate with European and national authorities to develop it. (leva-eu.com)

In its letter, LEVA-EU also requests direct consultation with the sector, a step that has not yet occurred. The organisation proposes this dialogue take place during the International Cargo Bike Festival on 12 and 13 October 2026 at the Jaarbeurs in Utrecht or at a time convenient for the Minister.
